Scope of Services:
DCF is beginning a modernization project to replace the State's Child Welfare system. The Modernization
Manager is a dedicated member of the project team that represents the work responsibilities of the Office
of Child and Family Well-Being. This includes system requirements, policy/procedure impact/changes,
organizational change management, stakeholder communication, and training. The services requested in
the following eQuote will be procured in accordance with the Department of Management Services (DMS)
State Term Contract (STC), entitled Information Technology Staff Augmentation Services, 80101507-22-
STC-ITSAC.
Primary Job Duties/ Tasks:
Serve as a representative and liaison for the program/business office (Office of Child and Family Well-Being) for highly complex modernization project
Partner with IT, vendors, internal stakeholders, and system integrators to manage support system trade-offs to optimize features and user experience within delivery constraints
Manage and prioritize system requirements (with support of Product Owner) and ensure product deliverables meet stated requirements and product goals via sprint reviews and planning sessions
Effectively liaison UAT (User Acceptance Testing) with program/business office in partnership with IT across complex, multi-workstreams
Manage work for organizational change management, stakeholder communication, and system training
Work with Project Director to ensure appropriate representation and business needs are fulfilled in JAD sessions and requirements validation meetings
Articulate the goals of the project that build towards successful system implementation
Collaborate with program/business office and IT on iteration - armed with understanding of business impact Effectively communicate status, progress and outcomes to senior management and be able to clearly articulate why the current work is important Suggest and implement work process improvements
Measure and validate transition progress; make and implement recommendations for future change management process improvements
Participate in go/no-go decisions
Escalate business risks and issues
Specific Knowledge, Skills and Abilities (KSAs):
Bachelor's degree in Business Administration, Computer Science, Engineering, MBA or related field
preferred
At least four (4) years of experience as a Functional/Business Manager (or equivalent) as a Liaison for an IT project
Experience with Agile/Scrum Software Development preferred
Child Welfare subject matter expertise preferred
Certified Scrum Product Owner / Product Management Certification preferred
Experience prioritizing product backlogs and working closely with software engineers to refine
stories for sprint execution
Solid understanding of software delivery process, analytics best practice and tools, and website
design principles
Strong project management skills with the ability to multitask and manage multiple initiatives
Exceptional analytical and conceptual thinking skills with meticulous attention to detail and excellent documentation/communication skills
Ability to manage competing resources and priorities
Ability to be a self-starter and work independently
Strong interpersonal skills/experience working with stakeholders with different perspectives
Ability to distill key ideas out of brainstorming sessions
Ability to be a team player accountable for results
